MAJOR OBJECTIVES
- The delivery of a safe and environmentally sound project on time and within budget.
- The effective management, either directly or through direct reports of engineering, scheduling, costs, industrial relations, safety, environmental and quality.
- The maintenance of effective relations with the client and an appropriate profile and image of McConnell Dowell.
- Adherence to the McConnell Dowell Integrated Management System and Project Execution Plan.
- Compliance with the Safety and Environmental Responsibilities specific to Project Management.
KEY ACCOUNTABILITIES
- Promote total job safety and environmental awareness by employees, subcontractors and all persons in the job vicinity and stress to all employees and subcontractors the importance senior management attaches to safety and the environment.
- Ensure that safe, environmentally acceptable working methods and practices are implemented and that sufficient plant and equipment is made available, properly operated and maintained, to facilitate proper access and enable any operation to be carried out safely.
- Control expenditure and revenue to maximise profitability.
- Organise and coordinate construction activities in accordance with construction schedules so as to complete the works on time whilst constantly monitoring the status of planning, safety, environmental and quality activities.
- Obtain all necessary statutory approvals and permits prior to commencement of works.
- Provide technical, commercial and functional direction related to all aspects of contracting, and material management, including the administration of project tenders, subcontracts, purchase orders, expediting, traffic and logistics, warehousing, supplier quality surveillance and supplier performance assessment.
- Administer and implement the Project Execution Plan, ensuring that all requirements of the Plan are implemented and that all activities are performed in compliance with the requirements of the relevant specifications, codes and standards which form part of the contract.
- Select subcontractors and suppliers based on an evaluation of their ability to meet the specified requirements including those for safety, quality and environmental and ensure compliance with same.
- Ensure that all subcontractors are advised of their obligations under applicable legislation, codes of practice, the Project Execution Plan and all conditions set out in the contractual documents, and that those obligations are met.
- Ensure that all personnel are inducted in their roles and responsibilities in accordance with the requirements of the Project Execution Plan and all attachments.
- Maintain effective relations with the Client throughout the project.
- Maintain strong and effective Industrial Relations within the framework of the applicable legislation and site agreements.
- Agree at the earliest opportunity the value of claims and variations with the Client.
- Manage preparation and ensure timely submittal of financial reports, job progress reports and other site performance information as requested by the Company and the Client.
- Ordering/Purchasing of materials in accordance with planned delivery dates as required by the Construction Program.
- Promotion of a professional image of the Company’s operations and maintenance of a harmonious relationship with the Client and/or his/her representative in the execution of the contract.
- Compilation of a comprehensive project close-out report at the completion of the project.
ANCILLARY ACCOUNTABILITIES
- Periodically review the implementation and effectiveness of the Project Execution Plan with the Regional Manager and Business Unit QSE Manager.
- Ensure that all required Construction Execution Procedures (CEP’s), Inspection and Test Plans (ITP’s) and Job Safety & Environmental Analyses (JSEA’s) are prepared, are adequate for purpose and are fully implemented and maintained.
- Ensure that nonconformances are reported and that suitable remedial and corrective actions are planned and implemented within the required time frame.
- Ensure that all employees are aware of requirements of McConnell Dowell policies and procedures.
- Evaluate the project’s compliance with the Company Procedures and take corrective action on any deficiencies found.
- Support the development of project personnel and recognise the accomplishments of individuals and the project team.
- In conjunction with the State/Regional Manager, conduct formal performance reviews for all project staff.
- Control and motivate the workforce and manage the employee disciplinary process as necessary.
- Meet schedule requirements in a safe manner and in compliance with Environmental requirements.
- Administration of industrial relations and personnel policies as directed by the Regional/Operations Manager, as appropriate to the workplace location.
- Procurement and utilisation of plant resources in an efficient manner.
- Preparation of monthly progress claims/invoices.
- Certification of subcontractors and suppliers invoices and general administration and keeping of site records, including progress photos.
- Any other duties as may be required by the Company.
COMPETENCIES
- Relevant tertiary qualification.
- A minimum of eight years engineering experience in the construction industry with a demonstrated success in delivering to $ targets, timeframes, planning and logistics management.
- Strong leadership and communication abilities translated into the achievement by staff of individual and team performance objectives and measurement targets.
- Competent in understanding and promoting HS&E imperatives and IMS procedures.
- Competent in negotiation and client relationship building accompanied with a sound understanding of contract management and cost containment.
- Demonstrates flexibility and resilience in dealing with complex issues, looks for approach change and deploys sound problem solving methodology.
- Competent in use of all in-house software
